Push is coming to shove at the Electro Motive plant on Oxford Street.
A fence has now been put up around the facilities, and workers say it's a bad sign.
Negotiations broke off Tuesday when the company made its final contract offer.
The offer would have slashed wages from $35 dollars an hour to $16.50.
CAW President Ken Lawenza says parent company Caterpillar Inc. is not one that's not doing well -- they reported a significant profit this year.
The contract expires midnight December 31st.
The CAW holds a strike vote on Friday.
